 Kingfield Selectmen Meeting Minutes

Monday June 5th, 2023; 6:00 PM Webster Hall 38 School Street

Attendance

Municipal Officers: Wade Browne, Polly MacMichael, Hunter Lander, Morgan Dunham, and Walter Kilbreth via zoom

Municipal Staff:  Leanna Targett (Town Manager). Travis Targett (Wastewater Superintendent)

Absent:

Chairman Dunham calls the meeting to order.

Meeting minutes from May 15th, 2023, are reviewed by the board. Motion to accept meeting minutes as written by Selectman Browne. Seconded by Selectman Lander. All in Favor

Old Business:

Bob Lightbody is recognized to discuss the road survey plans. Bob indicates that one of the costs before the board would include inventory for catch basins and culverts, which would be the first step to a complete road database.  Selectman Browne asks what the difference in cost is from the initial product that was discussed a few months prior.  Bob says we can’t do all if it for $1,000.00 per mile.  Bob explains that the plans presented has a $6,500.00 catch-all built in and if the board chose to remove it then it would be $42,300.00 Selectman Browne says he would like to focus on the worst roads as he feels that maybe the other roads don’t need this at this time.  Chairman Dunham asks if it would be more expensive down the road.  Bob says yes, you could be looking at a 3-5% increase.  Bob says it may be everyone’s best interest for the board to define the worst roads and what the scope is.  Selectman Kilbreth asks if it was decided as just West Kingfield Road if Bob could do a thorough review so that it could go to bid.  Bob says the survey is the data we need to begin this process.  The board discusses West Kingfield Road, Riverside Street, Cedar Street and Maple Street.  Bob is asked to provide a cost for base mapping of those four roads and another proposal for construction documents, planning, design.  Claudia Diller requests that speed tables are installed on Riverside Street and possibly others.  Bob says he will take the recommendation from the board concerning those.  Following further discussion Selectman Browne states that the speed tables should be discussed by a possible survey that is administered by the town.

Next item is to discuss the job description for Town Manager. Chairman Dunham indicates that she is unprepared for this and will send one to the board next week for review and discussion at the next meeting.

 New Business: 

Selectman MacMichael makes a motion to accept the resignation from Robert Lightbody as Code Enforcement Officer.  Seconded by Selectman Lander.   All in Favor.

Next item is to discuss offering the wastewater composter out to sealed bid.  Wastewater Superintendent Travis Targett explains that it is a big mixer that used to be used to assist with compost however we are no longer allowed to compost due to PFAS.  The board asks if it would be something that could be used anywhere else.  Travis says that it will take a composting license and extensive testing to use at the municipal level.  Selectman MacMichael suggested we invite bids from other towns or companies.  The board agrees to have this sold by the sealed bid process.  Travis mentions that the old wastewater truck that was previously discussed as scrap as there is someone that would be interested in buying it for the scrap price which would save hauling it to the junk yard.  The Board suggest that Travis call to get the scrap price and then the board might decide to send to sealed bid with that minimum amount.

Board reviews the renewal liquor license for the Kingfield Woodsmen which is under new ownership.  Selectman Browne makes a motion to accept.  Seconded by Selectman MacMichael.  All in Favor.

Next item is to discuss any follow-up items from town meeting.  Chairman Dunham says she would like a work session to talk about TIF.  The board agrees to Wednesday 28th at 5:30 to 6:30. Selectman Browne says he wants to remember his 3-ring budget binder next year as there was a lot of information in it that he could have used to answer questions.  Selectman MacMichael wanted to discuss voting as she was very happy to see that so many voted the day before and the Town Meeting attendance seemed to be the same number of people in attendance.  She does feel that we need to continue to make voting more accessible and to pick a better time and place as this is always talked about.  Selectman Browne says he is concerned with the older generation, especially if it were a night meeting.  Selectman MacMichael suggests something like a Tuesday night meeting and suggests that we give people reasons to come and to also make it welcoming.  Selectman Browne suggested a public informational to discuss with the residents of the town.

 

Town Manager Updates/Discussion:

AA, Targett says Kingfield Town Office will be closed Friday June 30th to close out the books.  She also notes that she finally has received all the pieces to start rapid renewal in Kingfield there is a $1,300.00 cost and a yearly renewal of $225.00.  She has been looking at where this cost could come from it may need to wait until July 1.

Selectmen Discussion: 

Selectman Browne asks if Leanna has checked on the staff insurance.  She says yes, she is awaiting information on dental, life and vision.  She has also received a call from the current company that would like to send some information to the board.  She did confirm that we would need to notify the current company 60 days in advance.  Selectman Browne asks if we contacted the Army Corp of Engineers on Island Road.  TM Targett says yes with no response, however the board agreed to have Bob Lightbody assist with this area and she has spoken with Mike Kankanien about assisting with his extensive  knowledge on that area.

Selectman MacMichael asks about the streetlights and if we could follow up on this.  She also says that she has been working with Rural Energy for America and has been awarded a grant for solar panels on her business and would be happy to help anyone else in town that had interest.

Selectman Dunham asked if lupines could be planted between Rolling Fatties and the Cemetery or even another flower blend.  TM Targett will discuss with Betty-Ann Listowich what options there may be.

Public Comment/Other:   

Claudia Diller has requested the speed sign be placed on Riverside Street and asks that the board  consider a rotation system for Riverside, West Kingfield Road, Maple Street and Cedar Street.  Sue Davis asks about one on Route 16 near her home.  Selectman MacMichael makes a motion to create a rotation plan.  Seconded by Selectman Lander.  All in Favor.

Richard Hawkes indicates that the Planning Board is working on an application and flow chart for Contract Zoning.

Selectman Browne makes a motion to adjourn the meeting. Seconded by Selectman Hunter. All in Favor.
